هدفت الدراسة التعرف إلى دور البيئة العامة في تطوير الإدارة التربوية في وزارة التربية والتعليم، وتبرز الحاجة إلى بناء علاقة منظمة بين البيئة والتطور الإداري، والتوجه نحو إيجاد توأمة بينهما للوصول إلى الإصلاح التربوي في الإدارة التربوية والتي بدورها تهدف إلى المساهمة الحيوية الفعالة في إصلاح النظام التعليمي. وأظهرت نتائج الدراسة ما يلي تتأثر الإدارة التربوية بالتغيرات البيئية، ولاسيما الاجتماعية والثقافية. - تطور الإدارة التربوية الذي يأخذ بعين الاعتبار الأبعاد الاجتماعية والثقافية يؤدي إلى إحداث تحسينات نوعية في النظام التربوي. - تحقيق النقلات النوعية في تطوير الإدارة التربوية يتطلب معرفة تامة بالبناء الاجتماعي والعلاقات الاجتماعية والظروف والأحوال الاقتصادية والثقافية. - تقبل التغيير البيئي يساعد في تطور الإدارة التربوية.
