الملخص

الأهداف: هدفت هذه الدراسة إلى استكشاف العوامل المؤثرة على العمليات القيادية والإدارية في مؤسسات التعليم العالي العُمانية من وجهة نظر أعضاء هيئة التدريس.

المنهجية: اعتمدت الدراسة على المنهج النوعي، حيث شارك في المقابلات (14) عضو هيئة تدريس من كليات مختلفة بجامعة التقنية والعلوم التطبيقية. تم إجراء مقابلات مفصلة مع جميع المشاركين بهدف جمع المعلومات الضرورية حول تأثير الهيكل التنظيمي والممارسات الإدارية.

النتائج: كشفت الدراسة أن الهيكل التنظيمي الهرمي والمركزي للجامعة وكلياتها يشكل عائقًا أمام فعالية إدارة الكليات. وهذا الهيكل يحد من قدرة العمداء على اتخاذ القرارات بسرعة وكفاءة، مما يؤدي إلى تأخير العمليات الإدارية، وفقدان بعض الفرص المهمة. على الرغم من أن نظام ضمان الجودة ساهم في تحسين بعض جوانب العمل الإداري في الكليات، إلا أن هناك مجالات تحتاج إلى تطوير، مثل أتمتة العمليات الإدارية. بالإضافة إلى ذلك، أظهرت الدراسة وجود تأثير مجتمعي واضح على القرارات الإدارية داخل الكليات، ما يزيد من الضغط على الإدارة لتعديل بعض القرارات بما يتماشى مع التوجهات المجتمعية، وهو ما يتعارض مع النظام الهرمي المتبع في الجامعة.

الخلاصة: توضح نتائج الدراسة الحاجة الملحة إلى مراجعة وتطوير الهياكل التنظيمية والعمليات الإدارية في مؤسسات التعليم العالي العمانية لتعزيز كفاءة الإدارة ودعم التقدم الأكاديمي بما يلبي تطلعات أعضاء هيئة التدريس ويواجه التحديات الحالية.
