Protection of public freedoms in the light of the Qatari constitution, a comparative study in the light of the rules of international law

Objectives: -The study aims to highlight the status of protection public freedoms in the Qatari Constitution, the most important national legislations related to the protection of public freedoms in Qatar, it further aims to demonstrate the Qatari Constitution's commitment to human rights in light of international law.
Methods: The study employed a legal approach to analyze legal and constitutional texts. Additionally, it used a comparative approach by comparing Qatari legislation with international law. Specifically, the research focused on international conventions in the field of protecting public freedoms in the light of the Qatari constitution.
Results: The study highlighted Qatar's commitment to protecting public freedoms through the provisions of the Qatari constitution, laws, and regulations governing the exercise of public freedoms in the country. Qatar's endorsement of several international agreements related to the protection of public freedoms and human rights has resulted in a range of legal obligations that aim to strike a legislative and constitutional balance between Islamic and international references.
The study also revealed that Qatar has adopted various constitutional and legislative measures aimed at promoting and protecting human rights in general. Qatar firmly believes in the importance of enhancing the protection of public freedoms, which constitutes a strategic choice and a fundamental factor for its economic, social, cultural, and environmental development. Furthermore, this underscores Qatar's dedication to promoting and protecting human rights in line with international principles of human rights.
Conclusions: The study proposes several recommendations for enhancing public freedoms in the State of Qatar. Firstly, it suggests the development of a comprehensive national plan dedicated to promoting and protecting public freedoms across the country. Additionally, the study recommends activating the operations of the National Human Rights Committee in Qatar and granting it the essential legal authority to effectively monitor and address instances of public freedom violations in the nation. These recommendations aim to strengthen the protection of individual liberties and human rights within Qatar's legal framework.
