Abstract

Objectives: The research aims to analyze government spending to combat ISIS terrorism in Iraq, the incurred costs for the reconstruction of the affected areas, and the challenges and difficulties facing the reconstruction process in light of the massive economic losses that occurred during the liberation process.

Methods: The research adopts the systematic approach to analysis the overlapping, interconnected, and interacting elements represented by pressures and influences on the one hand, and policies and decisions on the other hand, according to a scientific methodology that includes analyzing data and numbers by identifying the inputs and processing them to reach the objective outcomes of the research.

Results: The results of the research indicated the significant financial crisis caused by government spending on the liberation process, as government budgets in the (ISIS) period were war budgets, leading to great economic difficulties in addressing the greatest challenge for the post-ISIS stage of reconstruction of the liberated cities and returning the displaced to them. The accompanying lack of political will for the reconstruction and financial and administrative corruption.

Conclusions: In light of the aforementioned results, the research recommends giving reconstruction projects the highest priority according to a timetable prepared by the Iraqi government, and achieving a policy of economic reform, the entry of companies and investors, continuous auditing of accounts, statements for projects, and limit the hand of the corrupt.
