الملخص

الأهداف: تسعى الدراسة إلى البحث في مدى التعاون الأردني _ الأوروبي في إطار "سياسة الجوار الأوروبي" (ENP) المنبثقة عن الشراكة الأورو متوسطية (برشلونة) 1995 بهدف تطوير الشراكة مع دول الجوار وإقامة منطقة مزدهرة أكثر أمنًا واستقرارًا.

المنهجية: قامت الدراسة بتحليل الاتفاقية وتقييم مخرجاتها في ضوء ما تحقق من مصالح للطرفين، وذلك بالتركيز على منهج المصلحة الوطنية، والمنهج المؤسسي (القانوني) لتحديد سلوكات ومخرجات سياسة الجوار الأوروبي (ENP).

النتائج: على الرغم من الدعم المالي الذي قدمه الاتحاد الأوروبي للأردن لأهداف سياسة الجوار ، إلا أن النتائج لم تكن إيجابية بشكل كبير. نفذ الأردن برامج وخطط إصلاحية مختلفة ، لكن الدين الوطني ارتفع إلى 92.4٪ من الناتج المحلي الإجمالي في عام 2019. لم تتحسن التجارة مع الاتحاد الأوروبي ، مما أدى إلى عجز تجاري لعام 2021 بلغ 2900 مليون يورو. من الناحية السياسية ، لوحظت نتائج شراكة محدودة ، حيث احتل الأردن المرتبة 118 في مؤشر الديمقراطية لعام 2020 والمرتبة 58 في مؤشر مدركات الفساد. وضع مؤشر الصحافة والاستقلال الأردن في المرتبة 129 من أصل 180 دولة في عام 2021.

الخلاصة: طورت سياسة الجوار (ENP) بعض الجوانب من الشراكة الأردنية_ الأوروبية ولم تحدث تأثيرًا فعليًا وملموسًا، لكنها تبقى في إطار المصلحة الأردنية- الأوروبية، وبالتالي لابدَّ من استمرارها لتطوير بعض جوانبها على نحو فعليّ وجاد حتى يستطيع الطرفان تحقيق تعاون مثمر في إطارها.
