Aid Programs Integration: Case Study of Alzaatri Refugee Camp in Jordan

يسعى هذا البحث إلى دراسة وتقييم مدى تعقيد العمليات المتعلقة بإيصال المساعدات الإنسانية؛ حيث إنّ هذه العمليات تجري من خلال عدة جهات وعلى مستويات مختلفة. يعتمد البحث على فكرة أن المنظمات الانسانية الدولية هي واحدة من أقوى الجهات الفاعلة والمؤثرة في مجال المساعدات الإنسانية؛ حيث يرتبط دور هذه المنظمات ببرامج المساعدة الانسانية التي تطرحها التي تؤدي إلى التأثير على نحو مباشر وغير مباشر في الجهات الاخرى المرتبطة بعمليات المساعدات الانسانية ، وعليه يعدُّ الدور الذي تلعبه تلك المنظمات محوري واساسي ليس فقط بتقديم المساعدة بل أيضًا في كيفية إيصالها، وآلية التسليم والتنفيذ المتبعة. يتخذ البحث المنهج التشاركي كمعيار لاختبار اداء المنظمات الإنسانية الدولية خلال الازمات، وذلك من خلال تناول برامج المساعدات والتمكين؛ حيث يدرس البحث ويحدد الخطوط العريضة للاستراتيجيات التي تعتمدها تلك المنظمات في مخيم الزعتري كحالة عملية قائمة ومستمرة. تعدُّ برامج المساعدة التي تختارها المنظمات الانسانية الدولية وتديرها في المخيم هي الركيزة الاساسية من خلال تحليل ودراسة كيفية تنفيذ تلك البرامج ومدى تأثيرها في المستفيدين من جهة والاطراف المرتبطة بتنفيذها من جهة اخرى. الدراسة تغطي برنامجي مساعدات رئيسية في المخيم WASH وCFW ؛ حيث ترتبط هذه البرامج بالجوانب الحية والحساسة من حياة المستفيدين، ومن خلال تناول منظمتين فاعلتين وهما ACTED و Mercy Corp في مخيم الزعتري ومقارنة أداء ونتائج كل منظمة منهما لنفس البرنامج. وأخيراً يدرس البحث مستوى التكامل والتشاركية بين عملية المساعدات الإنسانية.
