الملخص

الأهداف: هدفت الدراسة لفهم فجوة التمثيل داخل الانتخابات الرئاسية الأمريكية من خلال آلية عمل المَجمع الانتخابي.

المنهجية: يتخذ البحث المنهج التحليلي من خلال التحليل التاريخي لوقائع الانتخابات الرئاسية الأمريكية، بالإضافة إلى بيانات إحصائية لمجموعة من نتائج تلك الانتخابات.

النتائج: أظهرت الدراسة أن عمق فجوة التمثيل التي ظهرت في نتائج انتخابات رئاسية سابقة سيزيد من ظهور تحديات في انتخابات عام 2024 وما بعدها، ولن تكبح ما انتجته نتائج انتخابات عام 2020 من أحداث أظهرت عيوبًا جمة في الديمقراطية الأمريكية. وعلى الرغم من التطور الذي لحق بالقوانين التي تنظم عمل المَجمع الانتخابي؛ إلا أن معظمها يصب (أفقيًا) ولا يؤثر فيه؛ من حيث هدف إنشائه بإقصاء الأغلبية، ومرورًا بالزمن رغم كمية التعديلات المقترحة (عموديًا) على المَجمع أو استبداله، إلا أنها بقيت حبيسة مكاتب الكونغرس الأمريكي.

الخلاصة: ازدادت في الآونة الأخيرة المطالبات بإصلاح المَجمع الانتخابي الأمريكي أو إلغائه؛ وهذه المطالبات نتيجة فجوة التمثيل التي تُفضي إلى شرعية رئيس الولايات المتحدة الأمريكية.
