دور مجلس الأمن في مواجهة الأوبئة: دراسة تحليلية على ضوء أزمه فيروس كورونا المستجد

يسلط هذا البحث الضوء على دور مجلس الأمن في مواجهة الجوائح الصحية العالمية باعتبارها تهديدًا للسلم والأمن الدوليين وإدخالها في نطاق الفصل السابع من ميثاق الأمم المتحدة في سابقة مارسها مجلس الأمن بسبب انتشار وباء إيبولا في غرب قارة إفريقيا، إلا أنه وبالرغم من إبلاء هذه الأهمية للأوبئة العالمية فإن المجلس عجز عن اتخاذ أي قرار لمكافحة جائحة فيروس كورونا وبدلًا من أن يكون حاضرًا وموحدًا في ظل هذه الجائحة بقي غائبًا بسبب الاتهامات المتبادلة بين الولايات المتحدة الأمريكية والصين حول أصل الوباء المستجد كورونا COVID” 19 ". اتبعت الدراسة المنهج الوصفي التحليلي و ذلك من خلال تحليل القانون الدولي و بيان علاقته بحفظ السلام وحماية الصحة العامة و تحليل أسباب إخفاق مجلس الأمن في مكافحة جائحة فيروس كورونا. أظهرت الدراسة فشل مجلس الأمن في الالتئام لمكافحة هذا الوباء وأظهرت ايضا ضعف ومحدودية صلاحيات منظمة الصحة العالمية في اتخاذ قرارات ملزمة للدول في هذا الشأن. أوصت الدراسة بضرورة دراسة هذا الموضوع وتحليله على نحو معمق للوقوف على أسباب قصور المجتمع الدولي في التصدي لهذه الجائحة من خلال طرح أفكار جديدة.
