بات من المعروف أهمية الوسائل الإلكترونية في مختلف أوجه النشاط الإنساني، ومن ذلك اهميتها في إجراءات التبليغ القضائية وغيرها من الإجراءات القضائية ذات الصلة بالدعوى بشكل عام، ومن بينها الدعوى أمام ديوان المظالم الذي يتولى نظر الدعوى الإدارية في المملكة العربية السعودية. ان ما عزز أهمية الوسائل الإلكترونية في نطاق الدعوى الإدارية صدور أوامر ملكية، كالأمر الملكي الكريم المتضمن الموافقة على استعمال الوسائل الإلكترونية في التبليغات القضائية، وكذلك إطلاق ديوان المظالم لبرنامج "معين الإلكتروني" الذي يتيح للمتقاضين الاطلاع بالقدر اللازم على سير قضاياهم إلكترونيًا. وقد توصل الباحث إلى إمكانية عقد جلسات محاكمة وإتمام إجراءات الدعوى الإدارية وإصدار الأحكام فيها بوسائل إلكترونية؛ حيث إن الوسائط الإلكترونية من أجهزة حاسوب وشبكات الاتصالات وغيرها، لا تعدو أن تكون مجرد وسائل لاتخاذ جميع الإجراءات المنصوص عليها في الأنظمة الخاصة بضمان محاكمة عادلة بدءًا من قيد الدعوى وانتهاءً بصدور حكم فاصل في النزاع فيها. يوصي البحث بضرورة تخصيص مكان للشاهد للادلاء بشهادته في مقر من مقرات المحاكم الإدارية المنتشرة في المدن السعودية على أن يكون تحت اشراف المحكمة على أن تكون المحاكم مزودة بالبنية التحتية الإلكترونية التي تحقق هذه الغاية.
