تتناول هذه الدراسة موضوع دور هيئات الضبط الإداري في المحافظة على جمال الرونق للمدن، نظراً إلى أن الاهتمام بجمال المدن ورونقها أصبح من الحاجات الضرورية، إذ يعد اختفاء المظاهر الجمالية في المدن سبباً في حدوث التلوث البصري ذي الآثار السلبية على البيئة المحيطة، وفي صحة الإنسان ونفسيته فالراحة النفسية التي يوفرها الشارع المنسق والمنظم من خلال تخطيط المدن وتنظيم منح التراخيص وإشاعة النظافة وتزيين المباني والاهتمام بالحدائق العامة والتشجير وغيرها، هي ما يعزز ذلك الجمال فهي حاجات لم تعد كمالية، إذْ لا بد على هيئات الضبط الإداري من مراعاتها لتحقيق دورها في حفظ النظام العام. ولذا تصدت العديد من دساتير العالم لمشكلة التلوث البصري من خلال النص على الحق في حماية البيئة والتي يعد جمال الرونق جزءاً منها. وعليه فقد كان السبب الباعث في اختيار الموضوع هو عدم نص المشرع الدستوري الأردني صراحة على حق الانسان في بيئة سليمة والتي يعد جمال رونق المدن جزءاً منها، بالرغم ان بعض القوانين ذات الصلة بالموضوع قد أوردت بعض النصوص لتنظيم المظهر الجمالي للمدن، إلا أنها قد وضعت جزاءات لا تتناسب مع التعدي على المظهر الجمالي للمدن.
