The Role of Administrative Control Bodies in Maintaining the Beauty of the Cities

Abstract

This study deals with the topic of the role of administrative control bodies in the preservation of urbans aesthetic splendor. Taking into consideration the fact that the importance attached to urbans aesthetic splendor has become one of the most imperative needs, where the absence of aesthetic appearances in cities is considered as a cause of visual pollution, which negatively affects the surrounding environment, health and psychological state of mind of human. The psychological comfort provided by well-organized streets through city planning, controlling granting of licenses, promoting cleanliness, decorating buildings, paying great attention to public gardens, tree-planting and otherwise, all of which enhance such aesthetics, and are therefore needs not luxuries anymore. Rather, it is imperative that administrative control bodies observe such needs to fulfill their role in the maintenance of public order. Therefore, many of the world's constitutions addressed the problem of visual pollution through the provision on the right of environmental protection, of which the aesthetic splendor constitutes a part. Accordingly, the motivated reason for selecting such topic is that the Jordanian constitutional legislator has not expressly talked about the humans’ right of a sound environment, of which the aesthetic splendor constitutes a part. Despite the fact that some relevant laws provided some texts to organize the urbans aesthetic appearance, but they have developed sanctions are not commensurate with the infringement of the urbans aesthetic appearance.
