هدفت هذه الدراسة إلى تعرُّف درجة فاعلية بطاقة الأداء المتوازن في وزارة التربية والتعليم بسلطنة عُمان، ولتحقيق الهدف تم تطوير استبانة وتكونت من (23) فقرة وزعت في (3) مجالات رئيسة وبعد التأكد من دلالات صدقهما وثباتهما، وزعت على (122) مديرًا ومساعدًا ورئيس قسم وعضو تخطيط ومتابعة في وزارة التربية والتعليم. وقد توصلت الدراسة الى مجموعة من النتائج، كان من أهمها: أن درجة فاعلية بطاقة الأداء المتوازن جاءت بدرجة متوسطة، كما كشفت النتائج وجود فروق ذات دلالة إحصائية تعزى إلى متغير المسمى الوظيفي، ولصالح مسمى مدير دائرة، بينما لا توجد فروق ذات دلالة إحصائية تعزى إلى متغيرات النوع الاجتماعي، والمؤهل العلمي، وسنوات الخبرة. وفي ضوء ما توصلت إليه نتائج الدراسة تم وضع عدد من التوصيات أهمها: ضرورة توفير البرامج الالكترونية المساندة لتطبيق بطاقة الأداء المتوازن لزيادة فاعلية المتابعة والتقييم، والعمل على غرس ثقافة إدارة الخطط الاستراتيجية، لزيادة الوعي بين العاملين، وتفعيل مشاركة المستويات الإدارية المختلفة بصورة أكبر في إعداد وصياغة أهداف الخطط التشغيلية، وتفعيل نظام للمحاسبة والمساءلة الإدارية.
