Enabling Factors to Achieve the Goals of Oman’s Vision 2040 for the Gifted: Oman’s Talent Development Foundation and Drafting a Charter of Rights for the Gifted

Abstract

Objectives: This study identifies the most important features of talent development programs by reviewing the experiences of South Korea, Singapore and Saudi Arabia. The study presents an overview of the efforts exerted in various sectors responsible for nurturing talents in Oman, including the public and private sectors, and civil society organizations.

Methods: The study adopts the descriptive approach to analyze the experiences of the aforementioned countries, showcasing distinguishing features and governance mechanisms adopted in education for the gifted.

Results: After analyzing the experiences of the three mentioned countries, the study proposes the creation of a unit to nurture the gifted that replicates some of the international experiences, such as the selection mechanisms of gifted students under STEM, provided the unit be affiliated with one of the universities to enrich screening and nurturing programs, as well as scientific research for the gifted. The study also stresses the need to qualify the cadres in charge of the gifted.

Conclusions: With the aim of achieving the goals of Oman Vision 2040 to create a national umbrella for nurturing the gifted in Oman, the current study puts forward two proposals: first, an overall projection of a charter of rights for the gifted in Oman, and second: the establishment of an institution to detect and nurture talents. The study also recommends STEM as a launch pad for this national institution.
