الملخص

الأهداف: هدفت الدراسة إلى التعريف بماهية الحرب الروسية الأوكرانية وتداعياتها الإقليمية والدولية، وتبيان أهم المواقف الدولية من الحرب الروسية- الأوكرانية، وتبيان تأثير الحرب الروسية الأوكرانية على سمات وحدود التغير في شكل النظام الدولي.

المنهجية: استخدمت الدراسة المنهج التاريخي، والمنهج الوصفي التحليلي، ومنهج صنع القرار، لغايات الإجابة عن أسئلة الدراسة.

الفرضية: افترضت الدراسة أن الحرب الروسية- الأوكرانية لها تداعيات على شكل النظام الدولي واحتمالات قيام نظام دولي جديد.

النتائج: بينت نتائج الدراسة أن الحرب الروسية الأوكرانية أحدثت تغييرات جوهرية في البيئة الأمنية الدولية؛ فقد أعادت نمط الحروب العسكرية التقليدية، ونمط الأمن العسكري إلى المشهد، والتي كانت أهميتها تعود لصالح التهديدات الأمنية غير التقليدية والأمن الشامل. كما كشفت الحرب الروسية الأوكرانية عن فشل مجلس الأمن الدولي في الحد من الأزمات والحروب بين القوى الكبرى، وخصوصا عندما تكون الدولة عضوا دائما في المجلس. كما أظهرت الدراسة عودة الصراع النووي إلى الواجهة، حيث أكدت الحرب الروسية الأوكرانية أن استخدام أسلحة الدمار الشامل تكون ممكنة ومحتملة الحدوث عندما يكون وجود الدولة التي تملك أسلحة نووية موضع تهديد.

الخلاصة: خلصت الدراسة إلى أن أثار هذه الحرب فيما يتعلق بشكل النظام الدولي، يعتمد بصورة رئيسية على نتائج هذه الحرب والتي قد تدفع تداعياتها إلى تغيير جذري في شكل النظام الدولي الراهن باتجاه نظام غربي بقيادة الولايات المتحدة الامريكية أكثر هيمنة وأحادية، أو باتجاه نظام دولي متعدد الأقطاب.
