الملخص

الأهداف: تسعى الدراسة إلى تحليل دور القوى الإقليمية مثل إيران وتركيا، في الهيمنة على أمن دول الخليج العربية، وتحديد الامتدادات الجغرافية، والمحركات، والمحددات لهذا الدور، خلال الفترة (2003-2020).

المنهجية: اعتمدت الدراسة على تطبيق نظرية الهيمنة الإقليمية؛ حيث تعدّ من أحد أهم النظريات المفسرة للعلاقات الدولية والتفاعلات والظواهر التي تجري في إطار إقليمي معين، وتستخدم كذلك لتحديد الفواعل، والكيفية التي تمارس بها قوة الهيمنة من خلال القوتين الناعمة والخشنة.

النتائج: منذ تغير النظام العراقي عام 2003، وبروز قوى وفاعلين من غير الدول (الحوثيين في اليمن، الحشد الشعبي في العراق، حزب الله في لبنان)، واندلاع أحداث الربيع العربي عام 2010، وانتشار ظاهرة التنظيمات الإرهابية مثل تنظيم الدولة الإسلامية" داعش" وغيرها ضمن بيئة إقليمية هشة ومتوترة، أدى كل ذلك، إلى فوضى وصراعات وتحالفات بين القوى الإقليمية الكبرى، وتدخلات إقليمية: إيران، تركيا، أو دولية: روسيا وأمريكيا، بحجة فرض الأمن والسلم الدوليين ومحاربة الإرهاب. وتأتي أهمية هذه الدراسة من خلال إسقاط نظرية الهيمنة والتهديد على أمن دول الخليج العربية.

الخلاصة: إن التمدد الإيراني- التركي في المنطقة، والتحول من جانبهما من الواقعية الدفاعية إلى الواقعية الهجومية، هو محاولة للهيمنة وفرض التهديد على باقي الدول الخليجية. وقد جرى الاستدلال على ذلك من خلال قراءة مواقف الدولتين، ومناقشة الحجج القائلة بأنّ التدخل الإيراني أو التركي هو تدخل سلمي.
