الملخص

الأهداف: تهدف هذه الدراسة إلى تحديد مدى احتمالية تحول السياسة الخارجية اليابانية إلى سياسة أكثر توازناً تجاه صعود القوة الصينية، ذلك من خلال اختبار مقولات وافتراضات عدد من نظريات العلاقات الدولية المفسرة لسلوك الدول تجاه القوى الصاعدة. هذه النظريات هي: النظرية الواقعية، النظرية الليبرالية- البنائية، الواقعية الهجومية، الواقعية الدفاعية، والواقعية الكلاسيكية الجديدة. كما تهدف إلى تحليل السياسة الخارجية التي تنتهجها اليابان تجاه صعود الصين، وأهم العوامل التي ساعدت على التغير الجذري في السياسة الدفاعية اليابانية تجاه هذه القوة الصينية.

المنهجية: اعتمدت الدراسة اقتراب تحليل النظم لديفيد إيستون، ونموذج بريشتر الذي ينطبق على السياسة الخارجية للدول، كما استخدمت الدراسة منهج المصلحة الوطنية باعتباره مرتبطا بسياسات القوة.

النتائج: استنتجت الدراسة أن الاستراتيجية اليابانية تجاه صعود الصين تشهد تغيراً كبيراً نحو الأخذ بالتوازن النشط من خلال سياسة التطويق النشط دبلوماسياً.

الخلاصة: خلصت الدراسة إلى أن التغيرات التي يشهدها النظام الإقليمي لليابان والنظام الدولي أثرت في السياسة الخارجية لليابان تجاه الصين من سياسة التحوط إلى سياسة التوازن النشط.
