الملخص

الأهداف: تهدف الدراسة إلى بيان تداعيات التنافس بين الصين والهند على النظام الأمني الإقليمي لجنوب وجنوب شرق آسيا، وكيف مكنت العولمة -بأبعادها المختلفة وخاصةً الاقتصادية- دول المنطقة من توظيف هذا التنافس لصالحها.

المنهجية: طبيعة موضوع هذه الدراسة تستدعي الاعتماد على المنهج الوصفي والتاريخي والمنهج التحليلي لتوضيح طبيعة التنافس بين الصين والهند، وتداعياته على منطقة جنوب وجنوب شرق آسيا.

النتائج: توصلت الدراسة إلى مجموعة من النتائج والتوصيات، من أبرزها: إن وجود قوى إقليمية صاعدة متجاورة جغرافيًا ومتنافسة (كالصين والهند) يحد من بناء نظام أمني إقليمي مستقر؛ إذ تهيمن عليه إحدى هذه القوى. كما أنَّه في ظلِّ العولمة، وخاصةً في بعدها الاقتصادي، تكون هذه القوى محكومة باعتبارات اقتصادية. ويؤثر هذا بدوره في نوع الوسائل والاستراتيجيات المستخدمة لتحقيق مصالحها، فضلًا عن أن الدول الأصغر في هذا النظام توظف هذا التنافس لصالحها لكسب أكبر قدر من الدعم الاقتصادي والاستثمار؛ إذ تتمتع بحرية حركة ومناورة دون الالتزام بالتحالف مع أي من الجانبين.

الخلاصة: تأتي أهمية الدراسة من اهتمامها بمنطقة جنوب وجنوب شرق آسيا على نحووعلى نحو أخص بطبيعة التفاعلات بين الصين والهند بعدّهما قوى صاعدة وعملاقين آسيويين. وقد أوصت الدراسة بضرورة تعزيز قنوات الحوار والتواصل المختلفة بين الصين والهند، لتسوية القضايا العالقة بينهما، والعمل على خلق نظام أمني إقليمي مستقر.
