الحماية الاجتماعية للنساء والفعل التنموي بالمغرب: دراسة لتموقع المرأة في السياسات العمومية التنموية

الأهداف: هدفت الدراسة إلى جرد برامج الحماية الاجتماعية الخاصة بالنساء، بمغرب ما بعد الاستقلال؛ إذ تنطلق هذه الأوراق البحثية، من طرح للإشكالية المحورية وأسئلة الدراسة؛ كما تتضمن تحليلا للمفاهيم الأساسية مثل الحماية الاجتماعية، التنمية، والسياسات العمومية؛ وارتباط بعضها ببعض، وتحليل للآراء والتفسيرات المختلفة من منظورات متعددة اقتصادية، اجتماعية وسياسية.
المنهجية: تم الاعتماد على منهج وصفي لواقع الحماية الاجتماعية للنساء بالمغرب، من خلال الكتابات التي تتطرق إلى الموضوع، سواء بتناول السياق التاريخي للحماية الاجتماعية أو السياق الحالي.
النتائج: خلصت الدراسة إلى أن تجربة الحماية الاجتماعية بالمغرب عموما، والنساء خصوصا، تظل تجربة فتية لا زالت في بداياتها الأولى، وهو ما جعلها مصحوبة بمشاكل عديدة سواء من حيث التصور أو من حيث التطبيق. إضافة إلى مشاكل بنيوية كالتفاوت بين المجالين الحضري والقروي، وإشكالات التمويل، وإشكالات الاستهداف.
الخلاصة: تم إجمالها في مجموعة توصيات، من أهمها: تطوير البنيات المؤسساتية الفاعلة في الحماية الاجتماعية، وتأهيل مواردها المادية والبشرية. وتحسين قانون الحماية الاجتماعية؛ و دعم المجالين الاجتماعي والاقتصادي للنساء، طيلة مراحل حياتهن؛ ثم إشراك النساء في صنع القرار (السياسي والاجتماعي والاقتصادي).
