استراتيجية الدول الصغرى للحفاظ على الأمن الوطني : دراسة حالة دول الخليج العربي

الملخص

الأهداف: هدفت الدراسة إلى تحليل سلوك دول الخليج العربي الصغرى (الكويت، قطر، البحرين، سلطنة عمان، والإمارات) في النظامين الإقليمي والدولي، وتوضيح الاستراتيجيات الأمنية المعتمدة للحفاظ على أمنها الوطني وسط بيئة إقليمية معقدة. كما ركزت على فهم كيفية تكيف هذه الدول مع التغيرات الهيكلية في النظام الدولي، ومدى نجاحها في تقليل الضغوط الناتجة عن التهديدات المحيطة من القوى الكبرى المجاورة.

المنهجية: اتبعت الدراسة منهجية التكامل العلمي، باستخدام منهج تحليل النظم لتقييم المتغيرات الداخلية والخارجية، إلى جانب التحليل الإقليمي لدراسة تفاعلات هذه الدول ضمن محيطها، والمنهج المقارن لمقارنة استراتيجياتها الأمنية .

النتائج: أظهرت النتائج أن الدول الخليجية الصغرى تعتمد سياسات داخلية متشابهة تهدف إلى تعزيز الجبهة الداخلية من خلال الانفتاح السياسي المقيد وتقوية هياكل الحكم. خارجياً، تبنت استراتيجيات متنوعة؛ إذ اعتمدت البحرين على مسايرة القوى الكبرى، في حين لجأت قطر والكويت إلى دور الوساطة، بينما انتهجت الإمارات سياسة التدخل في الأزمات الإقليمية، فيما فضلت سلطنة عمان سياسة الحياد والنأي بالنفس .

الخلاصة: أوضحت الدراسة أن استراتيجية مسايرة الركب التي تعتمدها الدول الخليجية الصغرى تسهم في تخفيف التهديدات المحيطة، وتعزز أمنها واستقلالها في اتخاذ قرارات السياسة الخارجية، مما يساعدها على الحفاظ على بقائها ومرونتها في مواجهة التحديات ضمن بيئة إقليمية مضطربة..
